UNDANG-UNDANG REPUBLIK INDONESIA NOMOR 13 TAHUN 1998 TENTANG KESEJAHTERAAN LANJUT USIA DENGAN RAHMAT TUHAN YANG MAHA ESA PRESIDEN REPUBLIK INDONESIA, Menimbang : a. bahwa pelaksanaan pembangunan nasional yang bertujuan mewujudkan masyarakat adil dan makmur berdasarkan Pancasilan dan Undang-Undang Dasar 1945, telah menghasilkan kondisi sosial masyarakat yang makin membaik dan usia harapan hidup makin meningkat, sehingga jumlah lanjut usia makin bertambah; b. bahwa walaupun banyak diantara lanjut usia yang masih produktif dan mampu berperan aktif dalam kehidupan bermasyarakat, berbangsa dan bernegara, namun karena faktor usianya akan banyak menghadapi keterbatasan sehingga memerlukan bantuan peningkatan kesejahteraan sosialnya; c. bahwa upaya peningkatan kesejahteraan sosial lanjut usia pada hakikatnya merupakan pelestarian nilai-nilai keagamaan dan budaya bangsa; d. bahwa upaya untuk meningkatkan kesejahteraan bagi lanjut usia selama ini masih terbatas pada upaya pemberian sebagaimana dimaksud dalam Undang-undang Nomor 4 Tahun 1965 tentang Pemberian Bantuan Penghidupan Orang Jompo, yang pada saat ini dirasakan sudah tidak memadai apabila dibandingkan dengan perkembangan permasalahan lanjut usia, sehingga mereka yang memiliki pengalaman, keahlian, dan kearifan perlu diberi kesempatan untuk berperan dalam pembangunan; e. bahwa berdasarkan pertimbangan di atas, dipandang perlu mencabut Undang-undang Nomor 4 Tahun 1965 tentang Pemberian Bantuan Penghidupan Orang Jompo dengan membentuk Undang-undang tentang Kesejahteraan Lanjut Usia; Mengingat : Pasal 5 ayat (1) Pasal ayat (1), dan Pasal 27 ayat (2) Undang-Undang Dasar 1945; Dengan Persetujuan DEW AN PERWAKILAN RAKYAT REPUBLIK INDONESIA MEMUTUSKAN: Menetapkan : UNDANG-UNDANG TENTANG KESEJAHTERAAN LANJUT USIA. Through her investigation of Eritreans’ efforts to define their national identity and create a sense of belonging, Bernal argues that the internet is changing the ways in which national identities and alternative “global and transnational” communities are created. To support this, Bernal studied Dehai.com, the website created by Eritreans in diaspora to enable exchange new and information regarding the Ethiopian-Eritrean war (1998-2000). Dehai had the effect of creating a cyberspace community in which Eritreans could “transcend their location” (Bernal, 2005: 661).
